BILL NUMBER: SB 1050 CHAPTERED 07/27/07 CHAPTER 157 FILED WITH SECRETARY OF STATE JULY 27, 2007 APPROVED BY GOVERNOR JULY 27, 2007 PASSED THE SENATE MAY 24, 2007 PASSED THE ASSEMBLY JULY 12, 2007 INTRODUCED BY Committee on Natural Resources and Water (Senators Steinberg (Chair), Cogdill, Hollingsworth, Kehoe, Kuehl, Machado, Margett, and Migden) MARCH 22, 2007 An act to add Section 529.7 to the Water Code, relating to water. LEGISLATIVE COUNSEL'S DIGEST SB 1050, Committee on Natural Resources and Water. Water meters. Existing law generally requires the installation of a water meter as a condition of water service provided pursuant to a new water service connection installed on or after January 1, 1992. Existing law requires an urban water supplier, as defined, on or before January 1, 2025, to install water meters on all municipal and industrial water service connections that are located in its service area. Existing law also requires an urban water supplier to, beginning on or before January 1, 2010, but subject to certain exceptions, charge each customer that has a service connection for which a water meter has been installed, based on the actual volume of deliveries, as measured by the water meter. This bill would prohibit those provisions from limiting the authority of a water purveyor, including, but not limited to, an urban water supplier that promotes conservation through volumetric water pricing, to determine and impose a rate, fee, or charge in addition to the charge for the actual volume of metered water delivered. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 529.7 is added to the Water Code, to read: 529.7. This article does not limit the authority of a water purveyor, including, but not limited to, an urban water supplier that promotes conservation through volumetric water pricing, to determine and impose a rate, fee, or charge in addition to the charge for the actual volume of metered water delivered.
