To the Members of the California State Assembly:
I am returning Assembly Bill 1 without my signature.
While I understand the importance of negotiation and conflict
resolution skills, this bill is unnecessary since nothing under
current law prohibits districts from offering these courses as part
of their professional development programs.

Therefore, I am unable to sign this bill.
