BILL NUMBER: ACR 30 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Mendoza FEBRUARY 23, 2009 Relative to the Los Angeles County Deputy Sheriff David Powell Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST ACR 30, as introduced, Mendoza. Los Angeles County Deputy Sheriff David Powell Memorial Highway. This measure would designate the segment of State Highway Route 91 between State Highway Route 605 and Pioneer Boulevard, in Los Angeles County, as the Los Angeles County Deputy Sheriff David Powell Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs. Fiscal committee: yes. WHEREAS, Of all the promises America offers, none is more precious or elusive than the right to be free from crime and violence; and WHEREAS, Californians are indebted every day to our peace officers, and we pay special tribute to their bravery and dedication and share in their pain when one of their members is killed in the line of duty; and WHEREAS, The men and women of law enforcement have the unenviable task of guaranteeing the public's safety and it is as difficult and dangerous as it is important, as evidenced by the death, at 42 years of age, of Deputy David Powell of the Los Angeles County Sheriff's Department who was killed in the line of duty on November 30, 2002, in the City of Artesia while conducting an investigation; and WHEREAS, Deputy Powell faithfully served the residents of Los Angeles County as a patrol deputy; and WHEREAS, Deputy Powell was a resident of Torrance and a graduate of Loyola Marymount University; and WHEREAS, Deputy Powell stated the reason he became a law enforcement officer was to make a positive difference in other people' s lives, and as a deputy sheriff, he was praised by his peers, supervisors, and by members of the community for his tireless efforts to guide young people away from drugs and gangs; and WHEREAS, Deputy Powell was awarded the Medal of Valor by the City of Lakewood for saving the life of an individual attempting suicide in the year 2000, and several months prior to his death, Deputy Powell tried desperately to remove critically injured passengers from a burning vehicle and was again honored for his heroic actions with a second Medal of Valor; and WHEREAS, It is appropriate to recognize the hazardous work, serious responsibility, and strong commitment that Deputy Powell willingly accepted during his 19 years as a law enforcement officer; and WHEREAS, Deputy Powell is remembered as a passionate loving husband to his wife, Emma; a loving son to his parents, Bill and JoAnn Powell; a caring father to his daughter, Brianna, and stepdaughters, Amanda, Monique, and Alicia; a thoughtful sibling to his brother, John; and a man who committed his life, religious beliefs, and his career to Los Angeles County and the safety of its residents; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature designates the segment of State Highway Route 91 between State Highway 605 and Pioneer Boulevard, in Los Angeles County, as the Los Angeles County Deputy Sheriff David Powell Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
