BILL ANALYSIS ACR 30 Page 1 Date of Hearing: March 23, 2009 ASSEMBLY COMMITTEE ON TRANSPORTATION Mike Eng, Chair ACR 30 (Mendoza) - As Introduced: February 23, 2009 SUBJECT : State Route 91 SUMMARY : Designates a segment of State Route (SR) 91 as the Los Angeles County Deputy Sheriff David Powell Memorial Highway. Specifically, this bill : 1)Recounts the life and career of David Powell, a Deputy Sheriff with the Los Angeles County Sheriff's Department. 2)Designates the segment of SR 91 between SR 605 and Pioneer Boulevard as the Los Angeles County Deputy Sheriff David Powell Memorial Highway. 3)Requests the Department of Transportation (Caltrans) to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. EXISTING LAW : Assigns Caltrans the responsibility of operating and maintaining state highways. This responsibility includes the installation and maintenance of highway signs. FISCAL EFFECT : Unknown COMMENTS : Deputy David Powell of the Los Angeles County Sheriff's Department served 19 years as a law enforcement officer. A resident of Torrance and a graduate of Loyola Marymount University, Deputy Powell stated the reason he became a law enforcement officer was to make a positive difference in other people's lives, and as a deputy sheriff, he was praised by his peers, supervisors, and by members of the community for his tireless efforts to guide young people away from drugs and gangs. Deputy Powell was awarded the Medal of Valor by the City of Lakewood for saving the life of an individual attempting suicide ACR 30 Page 2 in the year 2000. In 2002, he tried desperately to remove critically injured passengers from a burning vehicle and was honored for his heroic actions with a second Medal of Valor. Sadly, David Powell was killed in the line of duty on November 30, 2002, in the City of Artesia while conducting an investigation.
