SUMMARY : Designates a segment of State Route (SR) 91 as the Los Angeles County Deputy Sheriff David Powell Memorial Highway. The Senate amendments are technical and nonsubstantive and were taken in order to add Senator Lowenthal as a coauthor. EXISTING LAW : Assigns the Department of Transportation (Caltrans) the responsibility of operating and maintaining state highways. This responsibility includes the installation and maintenance of highway signs. AS PASSED BY THE ASSEMBLY , this bill: 1)Recounted the life and career of David Powell, a Deputy Sheriff with the Los Angeles County Sheriff's Department. 2)Designated the segment of SR 91 between SR 605 and Pioneer Boulevard as the Los Angeles County Deputy Sheriff David Powell Memorial Highway. 3)Requested Caltrans to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. FISCAL EFFECT : According to the Assembly Appropriations Committee, there will be minor costs to Caltrans to make and erect appropriate signs; these costs are covered by donations. COMMENTS : Deputy David Powell of the Los Angeles County Sheriff's Department served as a law enforcement officer for 19 years. A resident of Torrance and a graduate of Loyola Marymount University, Deputy Powell stated the reason he became a law enforcement officer ACR 30 Page 2 was to make a positive difference in other people's lives; and, as a deputy sheriff, he was praised by his peers, supervisors, and by members of the community for his tireless efforts to guide young people away from drugs and gangs. Deputy Powell was awarded the Medal of Valor by the City of Lakewood for saving the life of an individual attempting suicide in the year 2000. In 2002, he tried desperately to remove critically injured passengers from a burning vehicle and was again honored for his heroic actions with a second Medal of Valor. Sadly, David Powell was killed in the line of duty on November 30, 2002, in the City of Artesia while conducting an investigation.
