LEGISLATIVE COUNSEL'S DIGEST ACR 34, Furutani. The Los Angeles County Deputy Sheriff Maria Cecilia Rosa Memorial Highway. This measure would designate a specified portion of State Highway Route 710 in the City of Long Beach as the Los Angeles County Deputy Sheriff Maria Cecilia Rosa Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. WHEREAS, Of all the promises that America offers, none is more precious or elusive than the right to be free from crime and violence; and WHEREAS, Californians are indebted to our peace officers every day. We pay special tribute to their bravery and dedication and share in their pain when one of their members is killed in the line of duty; and WHEREAS, The men and women of law enforcement have the unenviable task of guaranteeing the public's safety. This task is as difficult and dangerous as it is important, as evidenced by the death, at 30 years of age, of Deputy Maria Cecilia Rosa of the Los Angeles County Sheriff's Department, who was killed in the line of duty on March 28, 2006, in the City of Long Beach; and WHEREAS, Deputy Rosa faithfully served the residents of Los Angeles County as a Deputy Sheriff; and WHEREAS, Deputy Rosa was a resident of the City of Long Beach and was deeply committed to education. She was due to graduate from the California State University, Long Beach, with her Bachelors Degree; and WHEREAS, It is appropriate to recognize the hazardous work, serious responsibility, and strong commitment that Deputy Rosa willingly accepted during her six years as a law enforcement officer; and WHEREAS, Deputy Rosa is remembered as a young woman who strived for perfection in life. She had a captivating smile that would brighten even the darkest of days. She was an extremely caring individual who was always willing to go the extra mile to cheer up a friend. In addition, she was a woman who committed her life to her family, friends, and her career to Los Angeles County and the safety of its residents; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That State Highway Route 710 from Wardlow Road to the Pacific Coast Highway in the City of Long Beach is hereby designated as the Los Angeles County Deputy Sheriff Maria Cecilia Rosa Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
