          SUBJECT  :  State Route 710

           SUMMARY  :  Designates a location on State Route (SR) 710 as the  
          Los Angeles County Deputy Sheriff Maria Cecilia Rosa Memorial  
          Highway. Specifically,  this bill  :  

          1)Recounts the life and career of Maria Cecilia Rosa, a Los  
            Angeles County Deputy Sheriff who was killed in the line of  
            duty.  

          2)Designates SR 710 at the Willow Street East Exit in the City  
            of Long Beach as the Los Angeles County Deputy Sheriff Maria  
            Cecilia Rosa Memorial Highway.  

          3)Request the Department of Transportation (Caltrans) to  
            determine the cost of appropriate signs, consistent with the  
            signing requirements for the state highway system, showing  
            this special designation and, upon receiving donations from  
            nonstate sources sufficient to cover that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility to operate  
          and maintain state highways.  This includes the installation and  
          maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown


           COMMENTS  :  Maria Cecilia Rosa committed her life to her family  
          and friends, and to the safety of Los Angeles County's  
          residents.   


          "Ceci" was proud of having graduated from the Sheriff's Academy,  
          where she overcame injuries and physical challenges, always  
          saying "I will not quit."

          Non-Compliance, Deputy Rosa willingly accepted the hazardous  
          work, serious responsibility, and strong commitment necessary to  
          fulfill her duties during her six years as a law enforcement  
          officer.  She was a resident of the City of Long Beach and was  
          deeply committed to education.  At the time of Deputy Rosa's  
          death, she was due to graduate from the California State  
          University, Long Beach, with her Bachelor's degree.  


          On March 28, 2006, at the age of 30, Deputy Maria Cecilia Rosa  
          of the Los Angeles County Sheriff's Department was killed in the  
          line of duty in the City of Long Beach.  


           Policy consideration  :  The bill targets the unspecified area by  
          a specific freeway exit to be designated as a memorial highway.   
          As the bill moves along, the author may wish instead to identify  
          a specific stretch of SR 710 for that designation so that signs  
          may be placed at the beginning and end of a longitudinal highway  
          segment.
