                             ASSEMBLY COMMITTEE ON RULES
                                 Ted W. Lieu, Chair
                 ACR 6 (Blakeslee) - As Introduced: December 4, 2009

SUBJECT : Dalai Lama and Tibet Awareness Day.

SUMMARY : Recognizes the Dalai Lama for his contributions to
world peace and leadership in seeking nonviolent solutions to
international problems and designates March 10, 2009, as Dalai
Lama and Tibet Awareness Day. Specifically, this resolution
          makes the following legislative findings:

1)March 10, 2009, marks the 50th anniversary of the uprising
against Chinese rule over the Tibetan people, which forced the
spiritual and temporal leader of the Tibetan people, His
Holiness the XIVth Dalai Lama, to escape into exile; and since
establishing the Tibetan government-in-exile in India in 1960,
the Dalai Lama has struggled to uphold and promote Tibetan
            language, history, religion, and culture.

2)The United Nations General Assembly passed Resolutions 1353
(XIV), 1723 (XVI), and 2079 (XX) calling for the cessation of
practices that deprive the Tibetan people of their fundamental
human rights and freedoms, including the right to
            self-determination.

3)In 1989, the Dalai Lama received the Nobel Peace Prize for his
contributions to world peace and has received worldwide
recognition and praise for his leadership in seeking
            nonviolent solutions to international problems.

4)On October 17, 2007, the United States Congress awarded the
Dalai Lama the Congressional Gold Medal in recognition of his
outstanding moral and religions leadership and his advocacy of
            nonviolence.

          5)Numerous Californians and California-based nonprofit
organizations support His Holiness, the Dalai Lama's vision
for a better world, including the Dalai Lama Foundation, the
Tibetan Association of Northern California, and the Tibetan
            Association of Southern California.
