          SUBJECT  :   Economic Stimulus Funds.

           SUMMARY  :   Memorializes the President and Congress of the United  
          States to enact the American Recovery and Reinvestment Act of  
          2009.  Specifically,  this resolution  makes the following  
          legislative findings:  

          1)President Barack Obama and the 111th Congress are currently  
            working on the American Recovery and Reinvestment Act of 2009,  
            which would target investments in key areas that will create  
            and preserve jobs at the same time as it strengthens the  
            ability of the economy to become more efficient and produce  
            more opportunities for employment.

          2)Specifically, the American Recovery and Reinvestment Act of  
            2009 would make supplemental appropriations for job  
            preservation and creation, infrastructure investment, energy  
            efficiency and science, assistance to the unemployed, and  
            state and local fiscal stabilization, among other purposes.   

          3)The economy of the State of California is in crisis with  
            credit virtually frozen; and consumer purchasing power is in  
            decline, businesses are facing unprecedented challenges,  
            millions of jobs have been lost, and the unemployment rate is  
            currently exceeding 9 percent and rising.

          4)The American Recovery and Reinvestment Act of 2009 targets job  
            creation in areas of the state with the highest unemployment  
            and would create jobs through infrastructure investments to  
            modernize roads, bridges, public transit and waterways.

          5)California has identified $44 billion in ready-to-go  
            infrastructure projects that would benefit from the economic  
            stimulus funds and generate approximately 800,000 jobs for the  
            state over the life of these various projects.

          6)It would provide fiscal relief to California and other states  
            so that they can continue to provide vital public safety,  
            education, health care, and other services.
