To the Members of the California State Assembly:
I am returning Assembly Bill 132 without my signature.
This bill is unnecessary since the California Constitution already
prohibits the state from discriminating against, or granting
preferential treatment to, any individual or group on the basis of
race, sex, color, ethnicity, or national origin in the operation of
public employment, public education, or public contracting. The
Constitution also states that all students and staff have the
inalienable right to attend campuses which are safe, secure, and
peaceful. Therefore, a codified policy statement is unnecessary.
For these reasons, I am unable to sign this bill.
