To the Members of the California State Assembly:
I am returning Assembly Bill 146 without my signature.
This bill is unnecessary since districts of any size may enter into
contractual agreements with publishers and can negotiate any level of
penalty based on a variety of contract terms, even without statutory
mandate.  I vetoed a similar bill last year on the same basis.

For these reasons, I am unable to sign this bill.
