          SUBJECT: John F. Reginato Boat Ramp.  
          
          BACKGROUND AND EXISTING LAW
          Existing law allows local agencies to designate the names of  
          public facilities that are under their respective jurisdictions.  
           

          PROPOSED LAW
          This resolution declares that the South Bonnyview Boat Ramp in  
          the City of Redding be renamed as the John F. Reginato Boat  
          Ramp. Furthermore, the City of Redding shall erect signs showing  
          the name after consulting with the Department of Fish and Game  
          and upon receiving sufficient nonstate funds for erecting signs.  
          This resolution makes a number of findings regarding the life  
          and accomplishments of John F. Reginato in justifying this  
          designation, including:
           Reginato's service as General Manager of the Shasta-Cascade  
            Wonderland Association for 41 years, service on the federal  
            Bureau of Land Management's statewide advisory board, service  
            on the California Small Craft Harbor commission for eight  
            years, and service on the Northwest California Resource  
            Advisory Council.
           Reginato's championed and lobbied for support and funding for  
            the South Bonnyview Boat Ramp.
           Reginato's inductment into the California Tourism Hall of  
            Fame.

          ARGUMENTS IN SUPPORT
          According to the author, the intent of this resolution is to  
          honor John Franklin Reginato. John Franklin Reginato served as  
          General Manager of the Shasta-Cascade Wonderland Association,  
          which promotes tourism and recreation in the far northern  
          counties, for 41 years beginning in 1949. In this capacity, he

          tirelessly promoted the natural beauty and abundant recreational  
          opportunities in the area and is credited with introducing  
          houseboating to the west.  Convinced that houseboats would lure  
          tourists, he talked the owners of Lake Shasta's first marina  
          into buying two barges in the early 1950s. Today, Shasta Lake  
          bills itself as the "house boating capital of the world" with  
          more than 450 available for rent. 

          In 1962, Mr. Reginato was appointed to the federal Bureau of  
          Land Management's statewide advisory board, a predecessor of  
          Bureau of Land Management Resources Advisory Councils and, after  
          a decade of service, became the first recreation interest group  
          member to chair the council.  He later served on the Ukiah  
          District Advisory Council and the Northwest California Resource  
          Advisory Council, chairing both and accumulating over 40 years  
          of service as an advisor to the federal Bureau of Land  
          Management.  

          Mr. Reginato also served eight years on the California Small  
          Craft Harbor Commission, including serving a term as the  
          chairman.  During that time he secured approval and funding for  
          the Lake Redding and Turtle Bay Boat Ramps.  In 1998, he was  
          inducted into the California Tourism Hall of Fame and in 2004,  
          into the California Outdoors Hall of Fame.  

          ARGUMENTS IN OPPOSITION
          None received

          COMMENTS 
           Who has the authority to name this boat ramp  ? The South  
          Bonnyview Boat Ramp is owned by DFG, but is managed by the City  
          of Redding. DFG still has the authority to name the ramp,  
          despite the city's management. While this resolution requests  
          that the city consult DFG, the committee should note that this  
          resolution does not give the city legal authority to rename the  
          ramp.
           
          Inconsistent with the Fish and Game Commission Naming Policy  :  
          The Fish and Game Commission has a policy to not name any fish  
          hatchery, game refuge, wildlife area, or any installation after  
          any person. Instead, names of installations shall reflect  
          geographical location and vessels shall be named for fish. That  
          said, there are deviations from this policy, such as the Vic  
          Fazio Wildlife Area and the Isenberg Crane Refuge.
           
          Boat ramp is being rehabilitated with state funds, inconsistent  
          with this resolution:  In 2009, the City of Redding received

          grants to rehabilitate the boat ramp amenities and add a new  
          fishing platform, kayak launch, and angler's trail. The grants  
          are from the Wildlife Conservation Board's Boating Access Grant  
          Program, the Department of Boating and Waterways's Water Trails  
          Grant Program, and the Department of Fish and Game. The city has  
          indicated that the cost for new signage is already incorporated  
          into the project, so that the name change can be implemented at  
          no additional cost to the rehabilitation project. While this may  
          be an ideal situation, the resolution requests that the city use  
          nonstate funding for the erecting of signage. To correct this  
          inconsistency, the committee may wish to suggest that the author  
          amend the resolution to instead request that the city  
          incorporate new signage into the planned rehabilitation of the  
          ramp so long as it does not increase project costs. [see  
          amendment 1]

          SUGGESTED AMENDMENTS 

               AMENDMENT 1  
               On page 3, delete lines 2-4 and insert:

          Department of Fish and Game, is requested to incorporate the  
          placement of new signs that reflect this special designation  
          into the impending rehabilitation of the ramp so long as the new  
          signs do not increase project costs; and be it
