To the Members of the California State Assembly:
I am returning Assembly Bill 261 without my signature.
While the stated intent of this bill is purported to conform state
special education law to changes to the federal Individuals with
Disabilities Education Act, its provisions appear to expand beyond
federal requirements, and therefore could expose the State to
significant reimbursable state mandate costs.

Therefore, I am unable to sign this bill.
