   An act to add Section 21100.7 to the Water Code, relating to the
South Bay Irrigation District.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 348, Salas. South Bay Irrigation District: directors.
   Existing law, the Irrigation District Law, with certain
exceptions, requires a director of the board of an irrigation
district to be a voter and a landowner in the district and a resident
of the division that he or she represents, at the time of his or her
nomination or appointment and during his or her entire term. The
district law requires a director elected at a formation election to
be a resident, landowner, and voter in the proposed district at the
time of his or her nomination and a resident of the division that he
or she represents during his or her entire term.
   This bill would eliminate the landownership requirement for the
purpose of being elected to, or serving on, the Board of Directors of
the South Bay Irrigation District. This bill would state the
findings and declarations of the Legislature concerning the need for
special legislation.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 21100.7 is added to the Water Code, to read:
   21100.7.  The landownership requirements set forth in subdivision
(a) of Section 21100 do not apply to the South Bay Irrigation
District.
  SEC. 2.  The Legislature finds and declares that this act, which
applies only to the South Bay Irrigation District, is necessary to
eliminate, as soon as possible, the landownership requirements for
the purpose of being elected to, or serving on the Board of Directors
of the South Bay Irrigation District because of the urban
characteristics of that district.
