To the Members of the California State Assembly:
I am returning Assembly Bill 429 without my signature.
I appreciate the author's intent to address the issue of measuring
annual academic achievement growth in schools.  However, this bill
circumvents the authority of the State Board of Education (SBE), by
not providing the SBE with the authority to approve or modify the
recommendations of the Public Schools Accountability Act advisory
committee.

I encourage the author to work with my Administration in the
education Special Session to craft an acceptable measure.

For these reasons, I am unable to sign this bill.
