BILL NUMBER: AB 564 VETOED DATE: 09/23/2010 To the Members of the California State Assembly: I am returning Assembly Bill 564 without my signature. This bill is in reaction to a newspaper article on the excessive executive compensation for one Los Angeles-based substance abuse treatment center. Given all the recent attention at a local level regarding excessive compensation and abuse of public funds, I can understand why the author felt the need to further highlight abuse in the other programs receiving public funds. However, the bill fails to address the problem and inadvertently applies federal funding requirements to for-profit entities such as Kaiser Permanente and other health insurers. It also sets up a new county mandate that is unfunded. If the author wants to pursue legislation in the next year, I would suggest that technical errors such as this be addressed in order to effectively address the problem.
