SUBJECT : State government: information technology:
environmental practices.
SUMMARY : Requires the State Chief Information Officer (CIO) to
establish and enforce a state information technology (IT)
strategic plan to protect the environment and reduce energy use.
Specifically, this bill :
1)Requires the IT strategic plan to include the following:
a) Application of stringent energy and environmental
standards and requirements for the procurement of new IT
hardware by state agencies;
b) Incorporation of proven green technologies into the
state's IT infrastructure by state agencies;
c) Utilization of sources of renewable energy by state data
centers;
d) Utilization of energy-efficient equipment and
technologies in the IT project approval process; and,
e) Replacement of state agencies' end-of-life desktop
computers with energy-efficient laptop computers.
EXISTING LAW : Requires the CIO to advise the Governor on the
strategic management and direction of the state's IT resources.
FISCAL EFFECT : Unknown
COMMENTS :
Purpose of the bill . According to the author's office,
"California is undertaking a wide range of policies and programs
to reduce energy use and greenhouse gas emissions through
increased conservation, efficiency and renewable resources. The
CIO currently advises the Governor on the strategic management
and direction of the state's IT resources. As part of the

process, the CIO prepares a strategic plan. Several key
elements were listed in the 2009 strategic management plan for
IT resources to promote environmental protection and energy
reduction. AB 617 would codify the key environmental protection
and energy reduction requirements developed by the CIO. While
specific targets may vary, the principles enumerated are
significant and should continue to apply."
Background . In August 2007, the Office of the State Chief
Information Officer (OCIO) was created to oversee IT strategic
vision and planning, enterprise architecture, policy, and
project approval and oversight. The OCIO minimizes overlap,
redundancy, and cost in state operations by promoting the
efficient and effective use of IT. In Junary 2009, the CIO
released a new five-year IT strategic plan.
Related Legislation . GRP 1 as introduced consolidates state IT
functions under the OCIO. This plan was allowed to take effect.
AB 1266 (Huber) of 2009 as introduced contains the language of
GRP 1. This bill may be used as a vehicle to codify GRP 1
should the Legislature approve of its implementation, or to make
any desired changes to the GRP.
Prior Legislation . SB 834 (Figueroa), Chapter 533, Statutes of
2006 established the State CIO as a member of the Governor's
cabinet, and codifies the responsibilities of the State CIO as
generally providing oversight, advice, and management regarding
information technology to the Governor and various agencies
within the state.
