BILL ANALYSIS AB 618 Page 1 Date of Hearing: April 28, 2009 ASSEMBLY COMMITTEE ON BUSINESS AND PROFESSIONS Mary Hayashi, Chair AB 618 (Blumenfield) - As Amended: April 23, 2009 SUBJECT : Office of the State Chief Information Officer: duties. SUMMARY : Eliminates the State Chief Information Officer's (CIO) annual reporting requirement to the Legislature and instead requires the CIO to submit a report by January 15, 2011. Specifically, this bill : 1)Requires the strategic plan to include information on the key performance metrics identified by the CIO for the Governor's Reorganization Plan (GRP) 1, including, but not limited to: a) Spending management; b) Infrastructure rationalization; c) Project management and sustainability; and, d) Security and reliability. EXISTING LAW : Establishes until January 1, 2013, the Office of the State Chief Information Officer (OCIO), and requires the CIO to submit an annual information technology strategic plan to the Legislature. FISCAL EFFECT : Unknown COMMENTS : According to the author's office, "The CIO currently advises the Governor on the strategic management and direction of the state's IT resources. As part of the process, the CIO prepares a strategic plan that outlines goals and objectives for technology projects and investments covering a five-year period. The strategic plan is used to guide acquisition, management and use of IT. The CIO must take all appropriate and necessary steps to implement the plan, subject to any modifications and adjustments deemed necessary and reasonable. The strategic plan must be submitted to the Joint Legislative Budget Committee by January 15 each year. AB 618 Page 2 "AB 618 would require the CIO to include in its annual report to the Legislature, information on Spending Management, Infrastructure Rationalization, Project Management and Sustainability, Security, and Reliability. These are the key performance metrics identified by the State CIO in GRP 1. Requiring these elements in the annual report would provide information by which the Legislature could measure the impact and effectiveness of the administration's IT reorganization plan. " Background . In August 2007, the OCIO was created to oversee IT strategic vision and planning, enterprise architecture, policy, and project approval and oversight. The OCIO minimizes overlap, redundancy, and cost in state operations by promoting the efficient and effective use of IT. In Junary 2009, the CIO released a new five-year IT strategic plan. Related Legislation . GRP 1 as introduced consolidates state IT functions under the OCIO. This plan was allowed to take effect. AB 1266 (Huber) of 2009 as introduced contains the language of GRP 1. This bill may be used as a vehicle to codify GRP 1 should the Legislature approve of its implementation, or to make any desired changes to the GRP. Prior Legislation . SB 834 (Figueroa), Chapter 533, Statutes of 2006 established the State CIO as a member of the Governor's cabinet, and codifies the responsibilities of the State CIO as generally providing oversight, advice, and management regarding information technology to the Governor and various agencies within the state.
