SUMMARY : Revises a previous surplus property bill to allow the
property to be used as a local government facility rather than a
police station.
The Senate amendments delete the Assembly version of this bill,
and instead authorize the Department of General Services (DGS)
to convey the Salinas Armory located at 100 Howard Street,
Salinas, Monterey County, for no less than 50% of fair market
value to Salinas for the development of a local government-owned
facility rather than a police station.
EXISTING LAW authorizes DGS, with the approval of the Adjutant
General, to convey the Salinas Armory, for no less than 50% of
the fair market value, to Salinas for the development of a
police station, as specified.
AS PASSED BY THE ASSEMBLY , this bill clarified that nothing in
existing law shall be construed to prohibit a local public
entity from requiring a bidder to review all relevant bid
documents provided by the local public entity, including, but
not limited to architectural or engineering plans and
specifications, prior to a bid submission, and to report any
errors and omissions noted by the contractor to the architect or
owner.

COMMENTS : This bill was substantially amended in the Senate
and the Assembly-approved provisions of this bill were deleted.
This bill, as amended in the Senate is inconsistent with
Assembly actions.
