To the Members of the California State Assembly:

I am returning Assembly Bill 888 without my signature.

Existing law already allows local government the ability to enact
ordinances to restrict or prohibit the possession or consumption of
alcohol in public areas.  This bill may actually weaken existing
community standards related to alcohol possession and use.  Given the
unique and varying needs of California's communities, these
decisions should continue to be made at a local level.

For this reason, I am unable to sign this bill.
