To the Members of the California State Assembly:
I am returning Assembly Bill 1120 without my signature.
I am very supportive of the author's genuine intent to control school
facility construction costs.  However, this bill is unnecessary,
since nothing under current law prohibits the Department of General
Services to distribute information or work with school districts on
the use of constructability reviews when it is appropriate.
For these reasons, I am unable to sign this bill.
