To the Members of the California State Assembly:

I am returning Assembly Bill 1132 without my signature.

While I fully support the Donate Life program, this bill would cap
the amount the Department of Motor Vehicles can recover for its
administrative costs under the program and removes the flexibility of
the Department to cover its future costs as inflation and other
expenditures increase.

For this reason I am unable to sign this bill.
