           SUMMARY  

          This bill increases and revises the membership of the El Dorado  
          County Transportation Commission (EDCTC) six-member board.   
          Specifically, the bill:  

          1)Increases the members appointed by the county board of  
            supervisors from three to four.

          2)Specifies that each incorporated city within El Dorado County  
            (excluding cities in the Tahoe Basin) shall appoint two  
            members to the board, unless there is only one incorporated  
            city, in which case that city shall have three appointed  
            members.

           FISCAL EFFECT

           No state costs. The bill contains a mandate disclaimer stating  
          the bill is the result of a request by the local agencies  
          affected by its provisions.

           COMMENTS  :

           1)Purpose  . This bill is intended to revise the membership of  
            EDCTC to more fully represent the heavily populated El Dorado  
            Hills region of the El Dorado County. According to the  
            authors, "the population of El Dorado Hills, in the  
            unincorporated area of El Dorado County, is approximately  
            35,000, while the population of the City of Placerville is  
            approximately 10,000."  The authors also assert that, with the  
            rapid growth in El Dorado Hills, the population trends and  
            transportation needs within the county have changed

            dramatically since the current board structure was originally  
            adopted. The measure is the product of numerous public  
            meetings in the county.

           2)Background  . As the Regional Transportation Planning Agency  
            (RTPA), EDCTC serves as the planning and programming authority  
            for transportation projects in El Dorado County, excluding  
            areas within the Tahoe Regional Planning Agency boundaries.   
            EDCTC is the forum for making policy decisions about the  
            regional transportation system in the county, and is  
            responsible for allocating local, state, and federal funds for  
            transportation projects. EDCTC was designated an RTPA in 1975  
            and was reorganized in 1993.

            The EDCTC board currently consists of six members, of which  
            three are appointed by the county board of supervisors and  
            three are appointed by the city council of the City of  
            Placerville. Presently, Placerville is the only incorporated  
            city in El Dorado County outside of the Tahoe Basin, thus it  
            would retain three members on the board under this proposal.  
            However, if El Dorado or some other area were to incorporate  
            into a city, Placerville and the other cities would have two  
            members each.
