SUMMARY : Extends for two years, from January 15, 2013, to
January 15, 2015, the authority granted to the Los Angeles
County Metropolitan Transportation Authority (METRO) to operate
a value-pricing, high-occupancy toll (HOT) lane demonstration
program; makes other technical, non-substantive changes to
report requirements.
The Senate amendments strike entirely previous provisions of
this bill and replace it with provisions extending METRO's
demonstration program.
EXISTING LAW authorizes the value-pricing HOT lane program to
test the effectiveness of congestion-pricing on State Route 10
and State Route 110 in Los Angeles County.
AS PASSED BY THE ASSEMBLY , this bill would define the term
"utility trailer" for the purposes of the Vehicle Code.
FISCAL EFFECT : Unknown
COMMENTS : According to the author, METRO is seeking the
two-year extension to allow it additional time to complete a
full environmental study of the program.
