To the Members of the California State Assembly:
I am returning Assembly Bill 1281 without my signature.
The California Department of Education has already put into place
processes to update forms and instructions to accommodate the
inclusion of multiracial students.  Therefore, this bill is
unnecessary.

For this reason, I am unable to sign this bill.
