SUBJECT : Air Resources Board (ARB): regulations
SUMMARY : Requires ARB to publish all changes to draft
regulations in a specified format and ensure all public
workshops are recorded and made available to the public.
EXISTING LAW requires ARB to adopt and enforce regulations to
reduce air pollution and to meet state and federal ambient air
quality standards. Prior to adopting a regulation, ARB
publishes a draft regulation for public comment and typically
conducts one or more public workshops during the development of
a regulation.
THIS BILL :
1)Requires ARB to make all changes to draft regulations
available to the public, including by posting on its website
and distributing via its list serves.
2)Requires deletions be made in strikeout form and additions be
made in underline form to clearly indicate the changes.
3)Requires ARB to ensure that all public workshops associated
with development and implementation of a regulation are
recorded and made available to the public.
FISCAL EFFECT : Unknown
COMMENTS :
These disclosure requirements seem reasonable and are consistent
with requirements recently imposed on the Public Utilities
Commission. The Legislature follows similar procedures to
indicate and publish amendments to bills and broadcast committee
hearings.
