SUBJECT : Los Angeles County Metropolitan Transportation
Authority (Metro): procurement
SUMMARY : Makes technical corrections to statutes affecting
Metro's procurement authority; grants additional authorities
relative to public auctions. Specifically, this bill :
1)Strikes redundant provisions, placed in statutes pertaining to
other agencies, relating to Metro's authority to enter into
construction contracts.
2)Authorizes the Metro Board of Directors to delegate to staff
the authority to prepare supporting documents, make certain
findings, and approve specific procurement activities,
including:
a) Purchasing supplies, equipment or materials in the open
market at prices lower than can be obtained through
competitive bidding;
b) Entering into emergency contracts;
c) Purchasing prototype equipment for testing and
evaluation; and,
d) Procuring from a sole source.
(Metro's Board of Directors already has these authorities,
upon a two-thirds vote of its board.)
3)Authorizes Metro to purchase from public auctions and allows
for joint procurements with other public agencies.
EXISTING LAW : Sets forth provisions governing procurements and
contracts entered into by Metro.
FISCAL EFFECT : Unknown
COMMENTS : According to the author, the purpose of this bill is

to clean up provisions related to Metro's procurement authority
and to remove redundant provisions, provide delegation authority
to Metro's Board of Directors for specific procurement
activities, and authorize Metro to participate in public
auctions, such as those conducted on the internet and with other
public agencies.
