       SUMMARY  :   Establishes a new dental clinical exam for licensure in  
       which dental students may complete the clinical portion of the  
       licensure exam throughout dental school, instead of during a single  
       examination.  

        The Senate amendments  :  

        1)Require the Dental Board of California (Board) to independently  
         monitor and audit the standardization and calibration of dental  
         school competency instructors, rather than use Board-appointed  
         examiners.

       2)Require the Board to develop regulations implementing the new  
         portfolio examination prior to conducting the exam, and requires the  
         Board to post notice on its Internet Web site and provide written  
         notice to the Legislature and the Legislative Counsel when these  
         regulations have been adopted.

       3)Require the Board to review the portfolio examination to ensure  
         compliance with appropriate standards.  If the Board determines that  
         the portfolio examination fails to meet those requirements, the  
         portfolio examination will no longer be administered. 

       4)Require the Board's review and determination be completed and  
         submitted to the Legislature and the Department of Consumer Affairs  
         by December 1, 2016.

       5)Sunset the reporting requirement on December 1, 2020.

       6)Make technical changes.

        AS PASSED BY THE ASSEMBLY  , this bill was substantially similar to the  
       version approved by the Senate.
