BACKGROUND AND EXISTING LAW One of the bills in the water package passed last November in the 7th Extraordinary Session was SBX7 1 (Simitian). That bill, among other things, revised the Johnston-Baker-Andal-Boatwright Delta Protection Act of 1992 (Delta Protection Act) and enacted the Sacramento-San Joaquin Delta Conservancy Act. Another of the bills in the water package passed last November in the 7th Extraordinary Session was SBX7 7 (Steinberg). That bill, among other things, requires the state to achieve 20% reduction in urban per capita water use by December 31, 2020. The bill provided three specific methods for urban retail water suppliers to meet the 20% reduction goal, and a 4th method to be developed by the Department of Water Resources (DWR). To allow urban retail water suppliers to use the to-be-developed DWR 4th method, urban retail water suppliers were granted a six month extension, to July 1, 2011, to adopt their statutorily required urban water management plan (UWMP). PROPOSED LAW This bill would: Correct a town-name reference from "Osladin" to "Isleton" in the Delta Protection Act Correct a federal agency reference from "Secretary of Interior" to "Secretary of Commerce" in the Delta Conservancy Act Grant urban wholesale water suppliers the same a six month extension to adopt UWMPs that was granted to retail water suppliers. 1 ARGUMENTS IN SUPPORT This bill would make technical but important corrections to two bills passed as a part of the water package. ARGUMENTS IN OPPOSITION: None COMMENTS Bill Conflicts. Provisions in this bill conflict with a number of other bills, not the least of which is this Committee's Committee Bill (SB 1478). Specifically, this bill includes similar but different language to SB 1478's which provides urban wholesale water suppliers the same six month extension to adopt UWMPs that was granted to retail water suppliers. To avoid conflicting language and chaptering issues, this Committee may wish to amend this bill to delete the conflicting language and, as a courtesy, add the author as a principle co-author to SB 1478. SUGGESTED AMENDMENT On page 4, delete lines 37 through 40 inclusive, and delete pages 5 though 8 inclusive.
