SUMMARY : Changes the date upon which the Placer County pilot program to integrate the funding and delivery of services and benefits for the county health and human services system becomes inoperative from July 1, 2011 to July 1, 2016, and extends the sunset date of the program from January 1, 2012 to January 1, 2017. The Senate amendments delete the Assembly version of this bill, and instead extend the sunset date of the Placer County pilot program for the funding of services and benefits through an integrated and comprehensive county health and human services system by 5 years. EXISTING LAW : 1)Authorizes Placer County to implement a pilot program upon approval of the county for the funding of services and benefits through an integrated and comprehensive county health and human services system. 2)Provides that the program shall become inoperative on July 1, 2011, and repeals the authorizing statute as of January 1, 2012, unless the dates are repealed or extended by statute on or before January 1, 2012. AS PASSED BY THE ASSEMBLY , this bill added the wildfires that began in Placer County on August 30, 2009 (49 Fire) to the list of disasters eligible for full state reimbursement of local property tax losses, beneficial homeowners' property tax exemption treatment, and special "carry forward" treatment of excess disaster losses. AB 1766 Page 2 FISCAL EFFECT : Unknown. The Assembly and Senate Appropriations Committees' fiscal analyses are not relevant to the current version of this bill. However, both the Assembly and Senate Appropriations Committee analyses of a similar bill, AB 2039 (Logue 2010), which would have deleted rather than extended the sunset, found "no significant costs" associated with that bill. COMMENTS : This bill would allow the Placer County Health and Human Services Department to continue, for an additional 5 years, its consolidated health and human services program. The county began implementation of the original pilot pursuant to AB 1846 (Leslie), Chapter 899, Statutes of 1996. AB 1846 had a sunset date of January 1, 2002. The sunset was extended twice, first by AB 308 (Leslie), Chapter 17, Statutes of 2001, with the program becoming inoperative on July 1, 2006 and the statute being repealed on January 1, 2007, and then by AB 1859 (Leslie), Chapter 268, Statutes of 2006, with the program becoming inoperative on July 1, 2011 and the statute being repealed on January 1, 2012. According to the Placer County Board of Supervisors, the "Placer Model" of integrating child welfare, mental health, probation, and education case management "has resulted in significant efficiencies and improved outcomes reducing the recurrence of abuse and neglect. Since 2005, this integrated approach has resulted in a 20% reduction in the number of children needing to enter foster care and contributed to over 100 children finding stable loving homes with adoptive parents ...." The Board notes that the program "is nationally recognized and has achieved excellent outcomes for children and families in the County." Another bill introduced this year, AB 2039 (Logue), would have deleted rather than extended the sunset date for the Placer County program so that it would no longer be a pilot. AB 2039 was vetoed by the governor, however. The governor's veto message said, "I am returning Assembly Bill 2039 without my signature. I do not believe it is appropriate to permanently extend this program without some ability to periodically evaluate its usefulness and effectiveness. For this reason, I am returning this bill without my signature." With the veto, however, under existing law, the pilot program will become inoperative on July 1, 2011 and will sunset on AB 1766 Page 3 January 1, 2012. This bill, consistent with the governor's veto message, will allow the program to continue as a pilot program for another 5 years. This bill, as amended in the Senate, is inconsistent with the Assembly actions. However, this bill is similar to AB 2039 (Logue), which was heard in Assembly and Senate policy committees this session and received no "No" votes either in committee or on the floor of either house.
