   An act relating to water.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1843, as introduced, Gilmore. Water supply security: reports.
   Existing law, the Water Security, Clean Drinking Water, Coastal
and Beach Protection Act of 2002, an initiative approved by the
voters, among other things, provides for funding to protect state,
local, and regional drinking water systems from terrorist attacks or
deliberate acts of destruction or degradation, and authorizes the
Legislature to enact legislation as necessary to implement its
provisions.
   This bill would require the California Office of Homeland Security
to submit confidential reports to the Legislature regarding the
current security status of the state's existing drinking water
systems and facilities, with a special focus on any vulnerability to
terrorist attacks and recommended actions necessary to bring the
security status to acceptable levels.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  (a) The California Office of Homeland Security, in
consultation with the Office of Emergency Services, the California
National Guard, the Department of Public Health, and the State
Department of Water Resources, shall submit confidential preliminary
and final reports to the Legislature and the Governor regarding the
current security status of the state's existing drinking water
systems and facilities, with a special focus on any vulnerability to
terrorist attacks and recommended actions necessary to bring the
security status to acceptable levels.
   (b) The preliminary report, regarding any immediate actions
needed, shall be delivered to the Legislature and the Governor by
January 31, 2011, and a final report, regarding other immediate and
long-term recommendations, shall be delivered by July 1, 2012.
   (c) Any report submitted pursuant to this section shall be
confidential and shall not be disclosed to the general public.
