           SUBJECT  :  Ronald Reagan Centennial Commission.

           SOURCE  :  Author.

           SUMMARY  :  This bill would establish the Ronald Reagan  
          Centennial Commission in state government to celebrate the  
          100th anniversary of Ronald Reagan's birth.  The bill would  
          require the commission to recommend appropriate means to  
          all Californians to celebrate Ronald Reagan's life by  
          honoring, promoting, and remembering his achievements for  
          this state and country.  The bill would prohibit the  
          commission from using public funds and would require the  
          commission to be solely supported by private funds.  

           ANALYSIS  :  AB 1911, an urgency bill, establishes the Ronald  
          Reagan Centennial Commission (commission) as a nine member  
          commission.  Specifically, the Commission will consist of  
          the following:

             a)   President pro Tempore of the Senate, the Minority  
               Leader of the Senate, the Speaker of the Assembly, and  
               the Minority Leader of the Assembly, or his or her  
               respective designee;
             b)   One appointee of the Governor; and
             c)   Four appointees by the Ronald Reagan Presidential  
               Foundation, including one individual who served in  
               Ronald Reagan's Presidential Administration, one

               individual who served in Ronald Reagan's Gubernatorial  
               Administration, and a former Governor.

           This bill  requires the Commission to recommend appropriate  
          means to allow Californians to celebrate Reagan's life by  
          honoring, promoting, and remembering his achievements for  
          this state and country.  

           This bill  prohibits the Commission from using public funds  
          and requires the Commission to be solely supported by  
          private funds.

           Existing law  provides for the establishment of various  
          boards and commissions within state government, most of  
          which are found in the Business and Professions Code.   
          These boards and commissions are required to develop a  
          mission statement, goals, objectives and legal jurisdiction  
          in protecting the health, safety, and welfare of the  
          public.

          There have been several resolutions commemorating Ronald  
          Reagan's birthday which have all been adopted, but there  
          has not been a bill creating a Commission.

           COMMENTS  :  According to the author's office, "Ronald Reagan  
          is the only person to have served as both the Governor of  
          California and the President of the United States.  Having  
          been one of the most influential Californians in history,  
          Ronald Reagan deserves special recognition for his  
          service."

           Staff comments  :

          1.  The committee may wish to consider whether this  
          language would be more appropriate as an uncodified section  
          of the codes, or as language in a resolution.  

          2.  The centennial celebration of Ronald Reagan's birth is  
          on February 6, 2011.  As currently written, AB 1911 does  
          not have a date in which this Commission would conclude its  
          business and cease to exist.  If the Rules Committee were  
          to pass this bill, should it contain a sunset date?

          3.  AB 1911 prohibits the Commission from using public  
          funds; requiring that it be solely supported by private  
          funds.  The committee may wish to consider whether the  
          source of the private funds could have legislation pending  
          before the Legislature, and if so, what would be the  
          potential conflict for those members of the Commission that  
          are also members of the Legislature?
