BILL ANALYSIS AB 1996 Page 1 Date of Hearing: April 28, 2010 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair AB 1996 (Hill) - As Amended: April 14, 2010 Policy Committee: Business & Professions Vote: 11-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill modifies the fee level for licensure renewal for chiropractors to authorize the California Board of Chiropractic Examiners to increase the fee from $150 to up to $250. FISCAL EFFECT Annual increased fee-supported special fund revenues of $1.3 million to support enforcement and administration workload for the Board of Chiropractic Examiners (Board). COMMENTS This bill gives the Board the authority to increase the annual license renewal fee from $150 to up to $250. The current fee was established in 1991 and has not been increased since that time. This bill provides adequate support to the Board for enforcement and administrative work. The current fee level has resulted in a $1 million shortfall in the current year. This bill increases Board funding to better match workload. The Board's annual budget is funded exclusively through licensing and other regulatory fees to support oversight of California's 13,300 licensed chiropractors.
