SUMMARY : Requires the Board for Behavioral Sciences (BBS) to issue a retired license to a marriage and family therapist (MFT), educational psychologist (EP), clinical social worker (LCSW) and professional clinical counselor (PCC), as specified. The Senate amendments : 1)Authorizes a holder of a retired MFT, EP, LCSW, or PCC license to apply for an active license if that applicant complies with fingerprinting requirements, established by BBS in regulation. 2)Authorizes the holder of a retired MFT, EP, LCSW, or PCC license to restore their license to active status by completing 18 hours of continuing education, if the retired license was issued less than a year from the application date. 3)Authorizes the holder of a retired MFT, EP, LCSW, or PCC license to restore their license to active status by completing 36 hours of continuing education, if the retired license was issued one or more years from the date of application. 4)Authorizes the holder of a retired MFT, EP, LCSW, or PCC license issued five or more years prior to the application date, to apply for active status by: a) Not having committed any acts or crimes constituting grounds for denial of licensure; b) Applying for licensure and paying the required fees; c) Passing the required examinations; and, AB 2191 Page 2 d) Complying with fingerprinting requirements, established by BBS in regulation. 5)Incorporate language to avoid chaptering issues with AB 2167 (Nava). 6)Make technical and clarifying changes. EXISTING LAW provides for the licensure of MFTs, EPs, LCSWs, and PCCs by the BBS within the Department of Consumer Affairs. AS PASSED BY THE ASSEMBLY , this bill is substantially similar to the version approved by the Senate.
