An act to add Section 4000.7 to the Vehicle Code, relating to
vehicles.

AB 2303, as introduced, Tran. Vehicles: registration: installment
payments.
Existing law prohibits a person from driving, moving, or leaving
standing upon a highway, or in an offstreet public parking facility,
any motor vehicle, trailer, semitrailer, pole or pipe dolly, or
logging dolly, unless it is registered and the appropriate fees have
been paid under the Vehicle Code.
This bill would require the Department of Motor Vehicles, by
regulation, by January 1, 2012, to implement a program that would
allow certain persons to pay a vehicle registration fee in
installments. The bill would specify that in order to qualify to
participate in the program an individual shall be receiving
unemployment compensation or meet state poverty guidelines.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 4000.7 is added to the Vehicle Code, to read:
4000.7. (a) By January 1, 2012, the department, by regulation,
shall implement an installment payment program for payment of vehicle
registration fees.
(b) An installment payment program shall do all of the following:
(1) Be limited to an individual who is receiving unemployment
compensation pursuant to Chapter 5 (commencing with Section 1251) of
Part 1 of Division 1 of the Unemployment Insurance Code or who meets
state poverty guidelines as determined by ____.
(2) Confirm eligibility of an individual prior to enrollment in
the program.
(3) Require an additional charge of five dollars ($5) for each
installment payment.
