Lieu, Chair SCR 13 (Steinberg) - As Amended: April 28, 2009 (As proposed to be amended) SENATE VOTE : 37-1 SUBJECT : Creation of the Joint Committee for the Protection of Lake Tahoe. SUMMARY : Creates the Joint Committee for the Protection of Lake Tahoe, requires the committee to consist of 8 members from the Senate and Assembly, requires the members to meet on or before December 31, 2009; and authorizes termination of the committee on November 30, 2010. Specifically, this resolution makes the following legislative findings: 1)It is the expressed policy of this state, the State of Nevada, and the United States of America, through adoption and ratification of the Tahoe Regional Planning Compact, as amended in 1980, to preserve the scenic beauty and outdoor recreational opportunities of the region; and this state, along with the State of Nevada, the United States of America, and other public and private entities, committed itself in 1997 to the development and implementation of the Environmental Improvement Program, a comprehensive 1.1 billion dollar plan that allocates and guides capital investments in conservation and restoration measures. 2)Representatives of the State of California are participating in a variety of ways in the development of a new Environmental Improvement Program, in partnership with the Tahoe Regional Planning Agency; and the Lake Tahoe region deserves special representation by the Legislature to provide appropriate policy and budgetary guidance on the adoption and implementation of a new Environmental Improvement Program. 3)The joint committee shall consist of four Senators and four Assembly Members; the joint committee members from each house shall include three members of the majority caucus and one member of the minority caucus; and the chair and vice chair of the joint committee shall be appointed by mutual agreement of the Senate Committee on Rules and the Speaker of the Assembly. SCR 13 Page 2 4)The Joint Committee for the Protection of Lake Tahoe shall meet at least once in the Lake Tahoe region and once with its respective committee representing the State of Nevada on or before December 31, 2009; and the joint committee is authorized to act until November 30, 2010, when its existence shall terminate. EXISTING LAW grants the Tahoe Regional Planning Agency (TRPA) authority to adopt environmental quality standards, called thresholds, and to enforce ordinances designed to achieve the thresholds. FISCAL EFFECT : None COMMENTS : The Rules Committee has suggested amendments that: 1) Identify the Senate Committee on Rules as the funding source for the operating expenses of the joint committee. 2) Remove the requirement that the joint committee meet on or before August 31, 2009.
