           SUBJECT  :  Community colleges: extended opportunity programs.
          
           SUMMARY  

          This concurrent resolution designates the month of October 2009  
          as "Extended Opportunity Programs and Services Month."

           BACKGROUND  

          Extended Opportunity Programs and Services (EOPS) is a program  
          that provides resources, services and academic support to  
          Community College students whose educational and socioeconomic  
          background may prevent them from successfully attending college.  
           EOPS services include: career, personal and academic  
          counseling; priority registration; tutoring; book assistance;  
          transfer assistance; student recognition ceremonies; and  
          collaborative college tours.  To qualify, students must be  
          California residents, enroll in a minimum of 12 units, have  
          completed a total of not less than 40 units, be financially  
          needy (eligible for a Board of Governors fee waiver), and be  
          educationally disadvantaged.

           ANALYSIS
           
           This concurrent resolution:  

          1)   Designates the month of October 2009 as Extended  
               Opportunity Programs and Services Month to honor the  
               mission and purposes of the EOPS programs through the  
               celebration and coordination of activities that advance  
               educational equity principles.

          2)   Includes a variety of findings and declarations related to  
               EOPS.

           STAFF COMMENTS  

          EOPS was started in 1969 and, accordingly, is celebrating its  
          40th anniversary.  It has served over 2.5 million students at  
          110 of the California Community Colleges campuses.
