           SENATE VOTE  :  33-0
           
          SUBJECT  :  State Route 15

           SUMMARY  :  Designates a segment of State Route (SR) 15 as the  
          California Highway Patrol (CHP) Officer Richard D. Duvall  
          Memorial.  Specifically,  this bill  :  

          1)Recounts the life and career of Richard D. Duvall, an officer  
            of the CHP who lost his life in service to the state.  

          2)Designates the segment of SR 15 (formerly known as Route 66)  
            in the City of Victorville between the exit of D Street and  
            the SR 395 interchange as the CHP Officer Richard D. Duvall  
            Memorial Highway.  

          3)Requests the Department of Transportation (Caltrans) to  
            determine the cost of appropriate signs, consistent with the  
            signing requirements for the state highway system, showing  
            this special designation and, upon receiving donations from  
            nonstate sources sufficient to cover that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility to operate  
          and maintain state highways.  This includes the installation and  
          maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown.  This bill was withdrawn from the  
          Senate Appropriations Committee pursuant to Senate Rule 28.8.  

           COMMENTS  :  Officer Richard Duvall was born in San Leandro,  
          California on June 19, 1933.  After graduating from high school,  
          Officer Duvall served in the United States Marine Corps.  He  
          completed the CHP Academy and was assigned to Victorville.  At  
          the time of his tragic death his daughter, Deanne, was 20 months  
          old, and his wife was pregnant with his son Richard.  

          By naming this segment of SR 15 in honor of CHP Officer Richard  
          D. Duvall, this resolution seeks to memorialize the life of

          Officer Duvall, who fifty years ago on February 23, 1960 lost  
          his life, after stopping a car for a routine traffic violation.   
          During the stop he was shot and killed   by an escaped convict  
          from the California State Prison at San Quentin, who, unknown to  
          Officer Duvall, had a few minutes earlier murdered a grocery  
          store clerk.
