           SUMMARY  :  Continues the California Task Force on Youth and  
          Workplace Wellness (Task Force), sets forth the membership and  
          duties of the Task Force, provides that the Task Force shall  
          conduct business on a volunteer basis, permits the Task Force to  
          accept private funds and in-kind donations, requires the Task  
          Force to submit a report to the Legislature by June 30, 2012,  
          and provides that the Task Force will expire on July 1, 2014.   
          Specifically,  this resolution  makes the following legislative  
          findings:   

           1) Californians' obesity and overweight rates are leading to an  
             epidemic of Type II Diabetes among children and adults, with  
             projections that one in three children born in 2006 will  
             contract the disease.

           2) The current rates of overweight, inactivity, obesity, and  
             diabetes are costing California over $41 billion each year in  
             health costs and lost productivity.

           3) A legislative task force is necessary to provide a framework  
             and support to help California companies enhance employee  
             wellness programs as a long-term health solution; and, to  
             provide a framework and support to California's schools in  
             order to create healthier education environments.

           EXISTING LAW  :  SCR 40 (Torlakson), Resolution Chapter 111,  
          Statutes of 2001, establishes the Task Force.  SCR 99  
          (Torlakson), Resolution Chapter 134, Statutes of 2002, expands

          the Task Force to 16 members.  SCR 81 (Torlakson), Resolution  
          Chapter 106, Statutes of 2004, continues the existence of the  
          Task Force until July 1, 2006, and expands the membership of the  
          Task Force to 18 members; SCR 73 (Torlakson), Resolution Chapter  
          91, Statutes of 2006, continues the existence of the Task Force  
          to July 1, 2010.
