To the Members of the California State Senate:
I am returning Senate Bill 272 without my signature.
School district governing boards already have the authority to
include the specified program requirements within its comprehensive
educational counseling program.  Nothing under current law prohibits
a district from doing so.  As a result, this bill is unnecessary.

Therefore, I am unable to sign this bill.
