To the Members of the California State Senate:
I am returning Senate Bill 305 without my signature.
This bill would require the Office of the State Architect to update
an existing report.  Nothing in current law precludes this from
occurring, and it is already being done.  Therefore, this bill is
unnecessary.

For this reason I am unable to sign this bill.
