To the Members of the California State Senate:
I am returning Senate Bill 315 without my signature.
This is potentially one of these least substantive education bills
approved by the Legislature this year.  This bill authorizes a school
district to establish and maintain a "walking school bus" defined as
a group of students walking to or from school under the supervision
of an adult.  Nothing under current law prohibits a district from
allowing students to walk to and from school as a group under the
supervision of an adult.

Common sense should not require Legislative authorization.

For these reasons, I am unable to sign this bill.
