California Coalition for Youth
DIGEST : This bill establishes the California Youth
Legislature, composed of students ages 14 to 18 years,
inclusive, and, subject to specified considerations, to
provide model legislation and advocate for the needs of
youth. The California Youth Legislature will be charged
with examining and discussing policy and fiscal issues
affecting the interests, needs, and conditions of the youth
of California and with formally advising and making
recommendations to the Legislature and the Governor on
specific issues affecting youth. The bill creates the
California Youth Legislature Advisory Committee, the
members of which will serve without salary, and which is
chaired by the chair of the Joint Committee on Rules and
composed of appointed representatives of organizations with
expertise on issues facing youths, which, among other
duties, would appoint members of the youth legislature.
The bill requires the advisory committee to enter into an
interagency agreement with the Joint Committee on Rules to
carry out necessary administrative functions. The advisory
committee also is charged with determining when there are
sufficient funds to support the program and if it
determines that there are insufficient funds to cover all
costs, the activities of the California Youth Legislature
would cease. The bill will provide that funds for the
California Youth Legislature would be allocated from the
California Youth Leadership Fund to be created by AB 2017
of the 2009-10 Regular Session, upon appropriation by the
Legislature. That fund is supported by taxpayer
designations by individuals of specified amounts in excess
of their tax liability. The bill also would authorize the
California Youth Legislature to accept gifts and grants
from any source to help perform its functions. The bill
provides that it would become operative only if it and AB
2017 are both enacted and become effective on or before
January 1, 2011.
Assembly Amendments (1) remove the income tax check-off to
support the California Youth Legislature. AB 2017 contains
the income tax check-off provisions with the amendments,
also make this bill operative only if AB 2017 and SB 516
are enacted, (2) create the California Youth Legislative

Advisory Committee which would be chaired by the chair of
the Joint Committee of Rules, and would be composed of
appointed representatives of organizations with expertise
on issues facing youths, members of the committee would
serve without a salary, and (3) funds the Youth Legislature
with funds to be allocated form the California Youth
Leadership Fund which is being created by AB 2017.
ANALYSIS : Existing law establishes the California Senior
Legislature to provide model legislation for older citizens
and advocate for the needs of seniors. This law
establishes in the State Treasury the California Fund for
Senior Citizens to receive contributions from tax return
designations to support the sessions of the California
Senior Legislature.
This bill:
1. Provides that the California Youth Legislature (CYL)
will be funded by monies from the California Youth
Leadership Fund, if this bill and AB 2017 (Hall) of
2009-10 should become law.
2. Specifies the composition of the CYL, whose members are
to be ages 14 to 18, inclusive, and currently enrolled
in school.
3. Provides that CYL members are to be appointed by the CYL
Advisory Committee, which shall take into consideration
that the CYL membership is to represent the racial,
ethnic, socioeconomic, cultural, physical, and
educational diversity of California.
4. Provides that the CYL shall do the following:
A. Examine and discuss policy and fiscal issues
affecting the interests, needs, and conditions of
the youth of California;
B. Formally advise and make recommendations to the
Legislature and the Governor on specific issues
affecting youth; and,
C. Consult with existing local level youth advisory

commissions and community-based, grassroots
youth-led organizations for input and potential
solutions on issues related to youth.
5. Requires the CYL to enter into an interagency agreement
with the Joint Committee on Rules (JCR) to carry out
administrative duties related to its program, which
shall provide for reimbursement to the JCR for its
administrative costs from funds available to the CYL.
6. Provides that the JCR shall determine when sufficient
funds are available to support the CYL, and if the JCR
determines that there are insufficient funds, the CYL's
activities shall cease.
Comments
According to the author's office, this bill creates the
California Youth Legislature to examine and discuss policy
and fiscal issues affecting the interests, needs, and
conditions of the youth of California. The California YMCA
Youth and Government's Model Legislature and Court program,
which has been active for 61 years. The Model Legislature
and Court is a program that involves more than 2,000 high
school students and 250 volunteers statewide in a
nine-month hands on experience that simulates state
government. This program is focused on youth participation
in government, but does not solely address issues affecting
youth. The YMCA Model Legislature and Court program is
supported by over $200,000 in revenues from fundraising
efforts, and individual teen delegates also receive family
support and scholarships awarded by the Governor George
Deukmejian Endowment Fund.
Related Tax Check-off bills introduce 2009/10 Session
AB 292 (Yamada), of 2009, extends the expiration date of
the Alzheimer's Disease and Related Disorders Research Fund
from January 1, 2010, to January 1, 2015.
AB 1049 (Torrico), of 2009, creates a voluntary
contribution fund (VCF) designation on the personal income
tax return for taxpayers to contribute to the Safely
Surrender Babies Fund.

AB 1088 (Fletcher), of 2009, creates a VCF designation on
the personal income tax return in order for taxpayers to
contribute to the Morale, Welfare, and Recreation Fund for
each of the veterans' homes, as provided.
SB 91 (Correa), of 2009, extends the expiration date of the
California Fund for Senior Citizens from January 1, 2010,
to January 1, 2015.
