          BILL SUMMARY: SB 531 requires manufacturers of plastic carryout  
          bags to develop specified educational materials to encourage the  
          reduced use or recycling of those bags. The Waste Board may  
          modify the educational materials and would be required to  
          approve the educational materials by January 2012.

          STAFF COMMENTS: 
          
          Current law requires manufacturers of plastic carryout bags to  
          develop educational materials to encourage reduced use and  
          recycling of plastic bags and to make those materials available  
          to retailers.

          SB 531 requires manufacturers, in the process of developing  
          these educational materials, to consult with the California  
          Integrated Waste Management Board and other specified entities.  
          The bill requires the educational materials to include specified  
          information.

          The bill authorizes the Waste Board to review the materials,  
          modify them if needed, and requires the Waste Board to approve  
          them by January 2012. Staff estimates the cost to the Waste  
          Board to review the materials and make necessary changes would  
          take about $90,000 over one calendar year.
