This bill also requires DOJ to maintain those classifications within the database maintained for sex offender registrations and to provide that information to other state agencies, including the Department of Social Services, when those agencies need the information for law enforcement purposes relating to investigative responsibilities relative to sex offenders. ANALYSIS : Existing law requires DOJ to make available to the public via an Internet website certain information relating to certain registered sex offenders, including the CONTINUED SB 583 Page 2 address at which the person resides, as specified. This bill requires DOJ to record the address at which a registered sex offender resides with a unique identifier for the address. The information for this identifier shall be captured pursuant to Section 290.015 of the Penal Code and the identifier shall consist of a description of the nature of the dwelling, with the choices of a single family residence, an apartment/ condominium, a motel/hotel, or a licensed facility. Each address and its association with any specific registered sex offender shall be stored by DOJ in the same database as the registration data recorded pursuant to Section 290.015. DOJ shall make that information available to the Department of Social Services or any other state agency when the agency needs the information for law enforcement purposes relating to investigative responsibilities relative to sex offenders. This section shall become operative on January 1, 2012. Comments The author states in part: "To ensure that registered adult sex offenders are not residing in licensed facilities that serve children, SB 583 would require the Department of Justice to assign a unique identifier to each registered address in its sex offender database, indicating the type of residence (i.e., private residence, licensed or unlicensed facility). "It would also require the Department of Justice to develop a process that would allow for the generation and disclosure between agencies (such as Social Services and Alcohol and Drug Programs) on sex offender residence data on an as-needed basis. ? "SB 583 will provide state agencies with an effective tool in the monitoring of registered sex offenders, enabling them to share critical information that would well serve in the protection of children and families in SB 583 Page 3 California.? "The Department of Justice's database contains addresses of registered sex offenders, but it does not identify whether the addresses are a private residence, a licensed residential facility or hotel because there is no requirement to report this information."
