           COMMENTS

1)Rationale . This is the annual public safety omnibus bill,
            comprising numerous non-controversial provisions. Per
agreement, this bill makes only technical and minor changes to
the law, with no opposition. This type of omnibus bill results
in the introduction of fewer minor bills and saves the
            Legislature time and money.

2)Prior Legislation . SB 174 (Strickland), Statutes of 2009, was
the 2009 Public Safety Committee's omnibus bill. SB 1241
(Margett), Statutes of 2008, was the 2008 Public Safety
            Committee's omnibus bill.
