   An act to add Section 712 to the Military and Veterans Code,
relating to veterans.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1127, as amended, Oropeza. Veterans: ailments from various
conflicts  :  information to family members.
   Existing law establishes the Department of  Veterans'
  Veterans  Affairs within state government and
sets forth its powers and duties, including, but not limited to,
administration of veterans benefits programs.
   This bill would require the department to make available to family
members of veterans returning from active duty user-friendly
Internet resources that provide information on the signs of pertinent
ailments from various conflicts, as specified, and printed material
regarding those ailments at any public function of the department.
 This bill would require counties, whenever possible, to make
facilities available to the department or any of its official
representatives or partners for the purpose of reintegration
seminars, briefings, or lectures regarding those ailments. 

   By requiring counties to make facilities available to the
department or any of its official representatives, this bill would
impose a state-mandated local program.  
   The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.  
   This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 712 is added to the Military and Veterans Code,
to read:
   712.   (a)    The department
shall make available to family members of veterans returning from
active duty both of the following: 
   (1) (A) 
    (a)     (1)  User-friendly Internet
resources that provide information on the signs of pertinent ailments
from various conflicts, including, but not limited to, all of the
following: 
   (i) 
    (A)  From the Vietnam War, exposure to Agent Orange and
post-traumatic stress disorder. 
   (ii) 
    (B)  From Operation Desert Shield and Operation Desert
Storm, exposure to depleted uranium and Gulf War Syndrome. 
   (iii) 
    (C)  From Operation Enduring Freedom and Operation Iraqi
Freedom, traumatic brain injury and post-traumatic stress disorder.

   (B) 
    (2)  The Internet resources shall provide links to the
appropriate agency or person that may help the family members of the
veteran address any issues arising from the ailments specified in
 subparagraph (A)   paragraph (1)  .

   (2) 
    (b)  Printed material regarding the ailments specified
in  paragraph (1)   subdivision (a)  at any
public function of the department. 
   (b) Whenever possible, counties shall make facilities available to
the department or any of its official representatives or partners
including, but not limited to, county veterans service officers or
nonprofit organizations designated by the department, for the purpose
of reintegration seminars, briefings, or lectures regarding the
ailments specified in subdivision (a). If the seminars, briefings, or
lectures are held during regular business hours, counties are
encouraged to offer the facilities at no extra charge. 

  SEC. 2.    If the Commission on State Mandates
determines that this act contains costs mandated by the state,
reimbursement to local agencies and school districts for those costs
shall be made pursuant to Part 7 (commencing with Section 17500) of
Division 4 of Title 2 of the Government Code.
