   An act to add Section 712 to the Military and Veterans Code,
relating to veterans.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1127, as amended, Oropeza.  Veterans: ailments from
various conflicts: information to family members.  
Department of Veterans Affairs: Internet resources for veterans and
their family members. 
   Existing law establishes the Department of Veterans Affairs within
state government and sets forth its powers and duties, including,
but not limited to, administration of veterans benefits programs.
   This bill would require the department to make available to family
members of veterans returning from active duty user-friendly
Internet resources that provide information on the signs of pertinent
ailments from various conflicts, as specified, and printed material
regarding those ailments at any public function of the department
 , and to update its Internet Web site to prominently display a
link to the Network of Care for Veterans and Service Members site
 .
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 712 is added to the Military and Veterans Code,
to read:
   712.  The department shall  make available to family
members of veterans returning from active duty both of the following:
  do both of the following:  
   (a) Make available to family members of veterans returning from
active duty both of the following:  
   (a) (1) 
    (1)     (A)    User-friendly
Internet resources that provide information on the signs of pertinent
ailments from various conflicts, including, but not limited to, all
of the following: 
   (A) 
    (i)  From the Vietnam War, exposure to Agent Orange and
post-traumatic stress disorder. 
   (B) 
    (ii)  From Operation Desert Shield and Operation Desert
Storm, exposure to depleted uranium and Gulf War Syndrome. 
   (C) 
    (iii)  From Operation Enduring Freedom and Operation
Iraqi Freedom, traumatic brain injury and post-traumatic stress
disorder. 
   (2) 
    (B)  The Internet resources shall provide links to the
appropriate agency or person that may help the family members of the
veteran address any issues arising from the ailments specified in
 paragraph (1)   subparagraph (A)  .

   (b) 
    (2)  Printed material regarding the ailments specified
in  subdivision (a)   subparagraph (A) of
paragraph (1)  at any public function of the department. 
   (b) Update its Internet Web site to prominently display a link to
the Network of Care for Veterans and Service Members site, which is
an online educational tool for municipal employees and
community-based organizations that allows for easier access to
information and resources relating to veterans.
