           SB 1318 (Committee on Transportation and Housing) - As Amended:  
                                     June 3, 2010

           SENATE VOTE  :  30-0
           
          SUBJECT  :  Committee omnibus bill

           SUMMARY  :   Enacts numerous technical cleanup provisions to  
          transportation-related statutes.  Specifically,  this bill  :  

          1)Repeals an outdated statute related to a report to the  
            Legislature.  

          2)Clarifies that only the last four digits of an employee's  
            social security number should be listed in a contractor's  
            payroll records.  

          3)Deletes an outdated cross reference in the Public Utilities  
            Code.  

          4)Clarifies attendance requirement for Alameda-Contra Costa  
            Transit District board members.  

          5)Updates statutory references to the Los Angeles Metropolitan  
            Transportation Authority.  

          6)Repeals the requirement for San Diego Association of  
            Governments to submit biennial reports to the Legislature.  

          7)Clarifies that the Imperial County Transportation Commission  
            may use up to 3% of its revenues for planning and programming  
            responsibilities.  

          8)Updates the statutory descriptions of State Routes 1, 2, 19,  
            39, 58, 66, 71, 72, 74, 79, 83, 84, 111, 144, 151, 160, 164,  
            170, 260, and 275.  

          9)Provides a statutory definition for the term "utility  
            trailer."  

          10)  Corrects a spelling error and an incorrect code reference

            in a statute dealing with pull notices.  

          11)  Clarifies who may issue an out-of-service order and what  
            such an order means.  

          12)  Requires license plates to be mounted parallel to the  
            ground so that their characters are upright and display from  
            left to right.  

          13)  Updates the description of radioactive materials whose  
            transport requires specialized training.  

          14)  Clarifies the statute that governs passing on the right.  

          15)  Allows disabled parking placards to be mounted on a clip  
            installed by the vehicle manufacturer on the driver's side of  
            the front window.  

          16)  Clarifies the statute that governs the visibility of  
            airbrake gauges.  

          17)  Prohibits the sale of vehicle lighting equipment that does  
            not meet existing statutory standards for testing.  

          18)  Updates references to the Code of Federal Regulations in  
            regard to vehicles transported on slide back carriers or  
            conventional trailers.  

          19)  Corrects the regulatory citation that references Mexican  
            motor carriers that are part of a federal demonstration  
            project.  

          20)  Clarifies the means by which a local street or road is  
            defined for the purpose of implementing the speed trap law.  

          21)  Corrects statutory references to the Alameda County  
            Transportation Commission, the Yolo County Transportation  
            District, and the San Mateo County Transit District in regard  
            to transportation grants and projects.  

           EXISTING LAW  :  Contains several statutory provisions that are  
          incorrectly drafted, unclear, or in conflict with federal law.  

           FISCAL EFFECT  :  Unknown.  This bill was withdrawn from the  
          Senate Appropriations Committee pursuant to Senate Rule 28.8.

           COMMENTS  :  The Senate Transportation and Housing Committee is  
          authoring this bill as a means of combining multiple,  
          non-controversial changes to statutes into one bill, so that the  
          Legislature can make minor amendments in a cost-effective  
          manner.  Consistent with the committee policy on committee  
          omnibus bills, there is no known opposition to any item in the  
          bill, and if concerns arise that cannot be resolved, the  
          provision of concern will be deleted from this bill.
