BILL ANALYSIS SB 1387 Page 1 Date of Hearing: June 30, 2010 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair SB 1387 (Committee on Veterans Affairs) - As Amended: May 5, 2010 Policy Committee: Veterans AffairsVote: 9-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill requires one member of the California Veterans Board to have a degree in health care administration or experience in the financial management of health care facilities, and requires the member of the board who is a resident of a veterans home to be appointed for a term expiring January 15 of odd-numbered years. FISCAL EFFECT Negligible fiscal impact. COMMENTS 1)Purpose . The California Veterans Board, which is responsible for determining the policies for operations of the Department of Veterans Affairs, has seven members. Current law requires that two members of the board have substantial training or professional expertise in mortgage lending and real estate finance and in geriatrics, gerontology, or long-term care, respectively. A third member of the board is required to have an accounting or auditing background. This committee bill requires a fourth member of the board to have expertise in health care administration. 2)Related Legislation . AB 2784 (Veterans Affairs), pending in Senate Veterans Affairs, increases the board to nine members and requires that two members shall have served in the conflicts in Iraq and Afghanistan.
